The Federal Government has approved a massive ₦920 billion investment to overhaul the Lagos aviation hub and execute six other strategic aviation infrastructure projects, marking a new chapter in Nigeria’s air transport development under the Renewed Hope Infrastructure Development Fund.
Minister of Aviation and Aerospace Development, Festus Keyamo, made the announcement following the Federal Executive Council (FEC) meeting on Thursday, describing the intervention as a “landmark shift” in President Bola Tinubu’s commitment to modernise Nigeria’s airports.
“Mr. President has turned his attention to aviation with significant upgrades across the country. This is a strong signal that we’re serious about safer, modern, and more efficient airports,” Keyamo said.
The centrepiece of the investment is the complete demolition and reconstruction of Terminal One at the Murtala Muhammed International Airport (MMIA) in Lagos. The project, valued at over ₦712 billion, will strip the terminal down to its core and rebuild it with new mechanical, electrical, and plumbing systems. The contractor, CCECC, who built Terminal Two, will also handle this redevelopment over a 22-month timeline.
Terminal Two will also see apron expansion, new access roads, and associated works.
Other Approved Projects Include:
- Runway Rehabilitation and CAT-2 Lighting Upgrades:
- Kano (MAKIA): ₦46.3bn
- Port Harcourt: ₦42.1bn
- Lagos (MMIA): ₦44.1bn
- 14.6km Perimeter Security Fence (Lagos):
With CCTV, intruder detection, floodlighting, and a new operational road — ₦49.9bn - Apron Reconstruction (Lagos Domestic Wing):
A 3-phase upgrade covering over 82,000 sq. meters to accommodate more aircraft parking — ₦24.3bn, over 17½ months - Concession of Enugu Airport (30-Year Deal):
Akano Ibiam International Airport and its incomplete cargo terminal to be run by Aero Alliance Consortium under a Public-Private Partnership. Keyamo assured transparency and union involvement in the process.
Keyamo emphasized that this wave of upgrades represents a decisive shift in Nigeria’s aviation future:
“We’re adopting global best practices to enhance security, boost economic viability, and improve passenger experience. These investments are the foundation for tomorrow’s aviation industry.”
The projects aim to bring Nigeria’s airports in line with international standards for safety, efficiency, and service delivery — while also unlocking new opportunities for private sector investment.
