In a strategic move to enhance transparency and fiscal discipline, the Federal Government has mandated that all Ministries, Departments, and Agencies (MDAs) include Global Positioning System (GPS) coordinates for capital projects valued at ₦150 million and above in their 2025 expenditure plans.
This directive, outlined in the official implementation guidelines for the 2025 Appropriation Act, aims to improve traceability, reduce project duplication, and support digital monitoring tools for better oversight and verification of capital projects nationwide.
The Budget Office of the Federation emphasized that MDAs must submit their full-year monthly Expenditure Plans to both the Budget Office and the Office of the Accountant-General of the Federation by July 31, 2025. These plans must detail the GPS locations of all capital projects meeting the threshold.
The move supports Nigeria’s ongoing Bottom-Up Cash Management Strategy, ensuring that cash releases are aligned with approved budget provisions and traceable infrastructure goals.
Additionally, the Federal Government reaffirmed that there will be no extension beyond December 2025 for capital project implementation. Cash releases will be guided by a comprehensive plan prepared by the Office of the Accountant-General, with oversight from the Minister of Finance and Coordinating Minister of the Economy.
This marks a bold push for greater accountability in public spending, particularly amid growing concerns about abandoned, duplicated, or untraceable infrastructure projects across the country.
