
In a significant move to improve social welfare in Nigeria, the United Nations Children’s Fund (UNICEF) and the International Labour Organisation (ILO) have joined forces to launch the Supporting Sustainable Social Protection Systems in Nigeria (SUSI) project. Funded by the European Union (EU), this initiative aims to strengthen Nigeria’s social protection framework, ensuring better coverage and support for vulnerable populations.
Key Goals of the SUSI Project
The SUSI project is designed to bolster policy frameworks, integrate sustainable financial mechanisms into the national budget, and enhance shock-responsiveness in social protection systems at both federal and state levels. Initial implementation will take place in Abia, Benue, Oyo, and Sokoto States.
UNICEF, EU, and ILO’s Commitment to Social Welfare
At the official launch, UNICEF Representative in Nigeria, Cristian Munduate, highlighted the importance of robust social protection policies in poverty reduction and inclusive development.
“Social protection is a vital mechanism for reducing poverty and promoting inclusive development. With the EU’s support and in collaboration with the ILO, we are committed to working with the Nigerian government to build a more resilient and effective social protection system,” Munduate stated.
EU Ambassador to Nigeria, Gautier Mignot, emphasized the EU’s dedication to social inclusion and economic development in Nigeria.
“The EU remains dedicated to investing in Nigeria’s social protection system to reduce inequality and ensure that no one is left behind. This project aligns with our broader efforts to promote sustainable development and economic empowerment.”
ILO Country Director, Dr. Vanessa Phala, reaffirmed the project’s commitment to strengthening legal frameworks for long-term sustainability.
“This project will expand coverage for vulnerable populations while also reinforcing the legal and institutional frameworks necessary for a sustainable social protection system in Nigeria.”

Core Objectives of the SUSI Project
The initiative is expected to drive several key outcomes, including:
Strengthening Nigeria’s National Social Register to identify and support vulnerable groups more effectively.
Enhancing capacity-building programs for policymakers and key stakeholders.
Establishing solid legal frameworks to support long-term social protection policies.
Developing an efficient Social Protection Management Information System (SPMIS) for data-driven decision-making.
Nigerian Government’s Commitment to Social Protection
The Honourable Minister of Budget and Economic Planning, Senator Abubakar Atiku Bagudu, expressed the government’s support for the initiative.
“This partnership marks a significant milestone in our mission to strengthen Nigeria’s social protection system. By working together, we can establish sustainable mechanisms that uplift vulnerable Nigerians and foster long-term economic stability.”

The launch event brought together key federal and state government officials, civil society organizations (CSOs), and development partners, marking a turning point in Nigeria’s social protection landscape. Through the SUSI project, Nigeria is set to advance poverty reduction efforts, drive inclusive development, and create a sustainable future for its most vulnerable citizens.
