By mid-2025, the Nigerian government has disbursed a total of ₦78.6 billion in Universal Basic Education (UBE) matching grants to 27 states and the Federal Capital Territory (FCT)—a 65% increase compared to January 2025 figures.
The announcement, made via the Federal Ministry of Education’s official X (formerly Twitter) account, credited the surge to the rollout of the UBEC 2025–2030 Strategic Blueprint, which emphasizes equity, quality learning, accountability, and tailored service delivery models for each state.
The ministry noted that the increased uptake was driven by sustained advocacy and high-level engagement efforts by both the Federal Ministry of Education and the Universal Basic Education Commission (UBEC). These included targeted dialogues with state governors and the deployment of data-driven feedback systems that encouraged more states to meet the required counterpart funding threshold—unlocking access to federal grants.
Minister of Education, Dr. Tunji Alausa, hailed the development as a major milestone in basic education reform.
“This progress is a testament to the effectiveness of our collaborative approach. States that have embraced the process are already moving the needle on education outcomes,” he said. “We urge others to come on board swiftly so no child is left behind.”
The UBE grants are earmarked for critical improvements in Nigeria’s basic education sector—including construction and renovation of classrooms, provision of teaching and learning materials, teacher capacity building, and other core interventions.
Notably, in August 2024, the Federal Government increased the UBE matching grant allocation from around ₦1.3 billion to over ₦3.3 billion per state. Under this revised funding structure, any state that matches the allocation with counterpart funds is eligible to access a combined total of approximately ₦6.6 billion.
The Ministry of Education reaffirmed its commitment to transparency and results-driven spending, and pledged ongoing support to state governments to fully tap into and utilize these resources in line with national education goals.
