Nigeria’s efforts to strengthen food security and improve domestic agricultural production have received a significant boost with Japan committing ¥587 million in grant assistance to strengthen the country’s rice seed production system.
The intervention is focused on improving the capacity of the National Cereals Research Institute (NCRI), Badeggi, Niger State, to produce high quality breeder and foundation seeds that can support the wider supply of improved and certified rice seeds to farmers.
The project, implemented with support from the Japan International Cooperation Agency (JICA), is expected to strengthen seed production infrastructure, improve agricultural research capacity and provide modern equipment for rice cultivation, seed production and post-harvest activities. JICA lists the project as an ongoing grant assistance program with an implementation period running from April 2024 to November 2026 and a total grant value of ¥587 million.
The investment comes at a critical time for Nigeria’s food system, as rising population, changing climate conditions, increasing production costs and persistent agricultural challenges continue to place pressure on domestic food production.
Why rice seeds matter to food security
Food security does not begin at the market or even on the farm.
It begins with what farmers plant.

The latest intervention builds on that broader cooperation by directing resources towards the infrastructure required to strengthen Nigeria’s seed production system.
For development partnerships to deliver lasting value, however, the focus must extend beyond the initial provision of equipment.
There must also be adequate maintenance, technical skills, institutional ownership and systems for ensuring that the infrastructure remains productive over time.
What success should look like
The ultimate measure of the ¥587 million intervention will not simply be the number of machines delivered or facilities equipped.
Its success should be measured by what happens after the equipment is deployed.
Can Nigeria produce more high-quality breeder and foundation seeds?
Can certified seed availability improve?
Are more farmers able to access reliable planting materials?
Do improved seeds contribute to higher yields?
Can farmers increase their incomes?
And, ultimately, does stronger domestic production contribute to a more resilient and affordable food system?
These are the outcomes that will determine the long term value of the intervention.
