In a bold step toward inclusive development and educational access, the NNPC/Heirs Energies Joint Venture has unveiled the OML 17 University Scholarship Programme (USP)—a flagship initiative set to support 300 first-year students from its host communities enrolled in public universities across Nigeria.
Announced through the OML 17 Host Communities Development Trust (HCDT), the scholarship is being celebrated as a major stride in youth empowerment and local content development. It also aligns with the objectives of the Petroleum Industry Act (PIA) 2021, which emphasizes community-focused development by oil and gas operators.
The application portal officially opens July 21, 2025, with a merit-based selection process including online assessments and screenings. The final list of successful applicants will be released in September, just ahead of the academic session.
Speaking at the launch, His Royal Majesty Dr. Samuel Amaechi, Chairman of the OML 17 HCDT Board of Trustees, called the initiative “a pathway to a better future.”

The OML 17 HCDT, the largest Host Communities Development Trust in Nigeria’s oil and gas sector, oversees development efforts across 73 communities. This scholarship marks a key step in its broader mission to reduce inequality and foster long-term impact at the grassroots.
