There was celebration and optimism in Jakura Community, Kogi State, on Wednesday, September 17, 2025, as Dangote Cement Plc, Obajana Plant, and the Jakura community formally signed a Community Development Agreement (CDA) a landmark pact that will drive inclusive, community-led development over the next five years.
The Agreement marks a significant milestone in the company’s ongoing efforts to foster sustainable partnerships with its host communities. It provides a framework for implementing mutually agreed social projects, ranging from infrastructure and health to education and skills development.
Speaking at the signing ceremony, Plant Director of Dangote Cement Plc, Obajana Plant, Engr. Azad Nawabuddin (represented by Engr. John Gwong, Chief General Manager, Production) emphasized that the pact fulfills the provisions of Section 116 of the Minerals and Mining Act 2007 and Section 193 of the Minerals and Mining Regulation 2011.
“This agreement is a testament to our deep commitment to the progress and well-being of Jakura. Good neighborliness is good business,” he stated.
A governing structure will soon be established to oversee the implementation of the CDA’s contents, ensuring accountability and community involvement.
Also speaking, Mr. Wakeel Olayiwola, Group Head of Social Performance, noted that the CDA followed the newly amended 2023 development guidelines, and pledged immediate steps toward implementation even as the year draws to a close.
Echoing these sentiments, Mr. James Adenuga, Group Head of HSE and Sustainability at Dangote Industries Limited, affirmed that the company prioritizes social responsibility as a core part of its license to operate.
“It’s not just good practice, it’s the right thing to do,” he said.
General Manager, Social Performance, Mr. Ademola Adeyemi, praised the Jakura community for their collaboration and positive engagement throughout the process.
Representing the Minister of Solid Minerals Development, Mr. Dele Alake, Mrs. Bimbo Olaoye commended Dangote Cement as a responsible corporate entity and urged peaceful coexistence between the company and its host communities.
She assured the community of continued government support to ensure smooth operations, job creation, and community empowerment.

Speaking for the Jakura people, HRH Usman Ajibola Adoga, the Obaro of Jakura, described the moment as a “dream come true,” paying tribute to those who hoped for this progress but are no longer alive to witness it.
“Jakura will never be the same again,” he declared.
HRH Frederick Balogun, the Olu of Apata, hailed Aliko Dangote as a “God sent” figure whose legacy continues to uplift communities across Kogi State.
Also speaking, Hon. Danjuma Muhammad Abubakar, representing the Chairman of Lokoja Local Government, reiterated the people’s gratitude, pledging continued support and peace in honor of Dangote’s many interventions.
The signing of this Agreement marks not just a legal commitment, but a shared vision for lasting prosperity, mutual respect, and sustainable development in Jakura and beyond.
